In SEO projects we have always relied on a golden rule that limited us to using 100 links per page, so that Google would not consider the page a spammer and would index it without problems. However, this rule was eliminated over time because there are many cases of projects in which high volumes of pages and content are moved, which exceeded 100 links per page.

Having more than 100 links is not necessarily negative or implies low quality, but it can have the consequence of negatively influencing how the authority of a page is transferred or flows among its outgoing links. Limiting the links on a page to 100 is positive from a quantitative point of view: the fewer the links, the greater the distribution. It is also positive from the point of view of user experience: does the user need more than 100 links to navigate through that content?
