The Future of Telephone Billing: Anatel Announces Changes

Since 2022, the National Telecommunications Agency (Anatel) has been taking significant measures to protect consumers from undue charges and ensure that telephone companies offer transparent and fair services. The new regulations, currently under public consultation, are expected to come into effect in 2024 and bring with them a series of crucial changes for the telephone billing sector. Major Changes in Regulations
Although Anatel has not yet finalized the changes to the regulations, it chile phone number list already implemented similar changes for active telemarketing calls. The main one being the implementation of the 0303 prefix to identify calls.

We have separated the main changes that may occur with the new regulations:

Creditor Identification: One of the main changes is the mandatory identification of the creditor in collection calls. This may include the name, CNPJ or Anatel registration number of the collection company.

Another widely discussed possibility is the insertion of the code 0304, as in active telemarketing calls. This measure aims to bring more transparency to the collection process, allowing consumers to have clear information about who is contacting them.

Ban on Unsolicited Charges: Telephone companies will not be allowed to charge for services that consumers do not request. This protects consumers from abusive practices and ensures that only authorized services are billed.

Daily Call Limitation: For the same number, telephone companies will be limited to making a maximum number of collection calls per day. This limitation seeks to reduce the frequency of contacts, avoiding situations of harassment to consumers.

Hours to Cancel: Consumers will have a period of hours to dispute and cancel any charges they believe are unfair. This measure provides consumers with a reasonable window of time to review and dispute possible unfair charges.

In addition to Anatel's regulations, the Ministry of Justice and Public Security is developing a registration system for debt collection companies. This registration will be mandatory for all companies operating in this sector and will contain crucial information about the company, making it easier to identify improper practices.
