On November 16, 2023, during the 2023 Belt and Road International Cooperation Ministerial Forum on Natural Disaster Prevention and Emergency Management, the first meeting of the Council of the Belt and Road International Cooperation Mechanism for Natural Disaster Prevention and Emergency Management was held, officially announcing the establishment of the cooperation mechanism, with 31 emergency management departments and international organizations joining.
