The customer list is a solution that allows you to upload previously obtained data, for example a list of emails (yes, Facebook will link them to user accounts). Activity in the application will download information from the mobile app.
In practice, we most often use the latter solution when we want to reach people who have previously visited our website with ads.

I’ll give you some other ideas for useful audiences for remarketing in a moment. Before we get to that, a caveat. Don’t stop at creating one audience .
Segment your customers based on their characteristics and conversion propensity. Are they more or less interested in your content and offer? Have they only seen one ad, visited your website, or have they been your customers several times and still come back? Each such group of recipients is different. Try to prepare a dedicated advertising message for each. It will take some effort, but the results will be great!
